Background The Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is seeking potential offerors for a contract related to Range Maintenance and Repair Support. The goal is to identify small business concerns that can fulfill the requirements of this contract, which may include HUB Zone Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, and Economically Disadvantaged Women Owned Small Businesses. The agency aims to ensure that the selected contractors have the necessary qualifications, experience, personnel, and capabilities. Work Details The contractor will be responsible for providing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary for general repairs to maintain ranges and training areas in usable condition. Specific tasks include: - Carpentry - Welding - Masonry - Electrical work - Painting - Heavy equipment operations - Mechanical maintenance - Refurbishing props - Trash/debris removal - Fabricating and repairing metal gates and barriers - Installing signs - Erecting barricades - Repairing fencing - Maintaining ammo breakdown tables - Repairing wooden steps on ranges - Maintaining range structures and facilities - Maintaining berms and firing positions - Repairing bunkers and retaining walls. The work will be performed at 115 live fire ranges and 566 training facilities within a 40-mile radius of Marine Corps Base Camp Lejeune Training Complex. Period of Performance The contract will have a base period of one year with four (4) twelve-month option years. The total term of the contract will not exceed sixty (60) months. There may also be an additional performance period of up to six (6) months under the Option to Extend Services Clause. Place of Performance The work will be performed at various locations within a 40-mile radius of Marine Corps Base Camp Lejeune Training Complex areas including Camp Johnson, Camp Geiger, Marine Corps Air Station-New River, Stone Bay Ranges, Camp Davis, and Outlying Landing Field Oak Grove in Jacksonville, North Carolina. Bidder Requirements Bidders must be certified as small businesses by the Small Business Administration (SBA) and listed in the SBA database. They must provide certified technicians with relevant skill sets including commercial Class A CDL license holders, welders’ licenses, electricians’ licenses, HAZMAT qualifications, OSHA certifications, and valid drivers' licenses from North Carolina or their state of residence. The opportunity is set aside for small businesses.
