Background The U.S. Customs and Border Protection (CBP) is issuing this solicitation for Southern Border Food Services as part of its mission to provide essential services at various U.S. Border Patrol locations. The goal of this contract is to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the delivery and distribution of meals and related services over a five-year period. Work Details The contractor will be responsible for providing food services at four regional U.S. Border Patrol locations: San Diego Sector, El Paso Sector, Rio Grande Valley Sector, and Miami Sector. The contract will utilize a combination of Firm Fixed Price (FFP) and Fixed Unit Pricing (FUP) for task orders based on established fixed unit prices. The minimum government guarantee is $15,000, with estimated maximum values for each region as follows: - San Diego Sector - $8,000,000 - El Paso Sector - $32,500,000 - Rio Grande Valley Sector - $42,500,000 - Miami Sector - $2,000,000 Total Maximum Contract Value - $85,000,000. The contractor must provide fully-burdened fixed unit pricing per meal for the services ordered under the IDIQ. Period of Performance 5 years from the date of award. Place of Performance Services will be performed at designated U.S. Border Patrol locations in California (San Diego), Texas (El Paso and Rio Grande Valley), and Florida (Miami). Bidder Requirements This acquisition is set aside for small business concerns. Bidders must demonstrate capability to provide required products and services including menu items per the Statement of Work (SOW), distribution capability, delivery methodology, and a food safety/quality control plan. Evidence that proposed menus were created in consultation with a registered nutritionist/dietitian is required. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior CBP/USBP food services awards under solicitation/contract 70B03C23D00000017 awarded to Rockwell American Services (valued at $17,552,726) covering meal delivery and distribution for southern border sector locations in San Diego, El Paso, Rio Grande Valley, and Miami. The described work—USDA/FDA-approved meal services with age-appropriate menus (including special dietary options) and delivery/distribution to non-citizen migrants held at these locations—matches the current IDIQ’s requirement to provide food services across the same sectors, suggesting continuity of the same operational support function.
