NIST Boulder Sitewide Exterior Lighting Inspection and Repair

Summary: Background The Department of Commerce campus, located at 325 Broadway in Boulder, Colorado, is a research and development facility that includes the National Institute of Standards and Technology (NIST), NOAA, and NTIA. The Office of Facilities and Property Management (OFPM) at NIST is responsible for maintaining and renovating spaces within the campus. This contract aims to provide monthly site audits of exterior lighting and to troubleshoot and repair non-functioning lights at the Boulder Laboratories site and the Fort Collins Radio Station. Work Details The contractor shall provide all labor, supervision, management, materials, tools, equipment, transportation, and incidentals necessary to perform monthly audits, inspections, maintenance, repair, replacement, and installation of exterior lighting systems. The scope includes: 1. Monthly audits including inspection of 100% of fixtures during hours of darkness. 2. Documentation of deficiencies with reports identifying recommended corrective actions. 3. Repair and replacement services upon written authorization from the Contracting Officer (CO). 4. Installation of approved-equivalent lighting products meeting specified performance requirements. 5. All exterior lighting fixtures identified on the Site Exterior Lighting Map including pole-mounted luminaires (120V and 277V), solar-powered lighting, walkway lighting, and bollards. Period of Performance The contract consists of one base year from September 1, 2026 to August 31, 2027 with four option years extending through August 31, 2031. Place of Performance The work will be performed at the NIST Boulder Campus located at 325 Broadway, Boulder, CO 80305 and the Fort Collins Radio Station located at 2000 E Co Rd 58, Fort Collins, CO 80524. Bidder Requirements Bidders must have a valid Journeyman's Electrician License to perform work under this contract. Additionally, bidders must comply with safety regulations including lock out/tag out procedures. The opportunity is set aside for Small Business participation.
