Background

The State of Colorado, Department of Military and Veterans Affairs (DMVA) is soliciting qualifications from Architect-Engineer (A-E) firms to create a Statewide Installation Real Property Development Plan (RPDP) for the Colorado Army National Guard (COARNG). The existing RPDP was published in 2001 and requires updates to reflect current military construction needs and future mission requirements. This contract aims to develop a comprehensive planning document that accommodates the COARNG's 25-year facilities development plans sustainably.

Work Details

The selected Architect/Engineer/Consultant will provide the following services: 1. Analyze the current real property inventory across 35 COARNG sites, including over 95 structures, focusing on facilities, utilities, and unit mission requirements. 2. Incorporate guidance from various military planning documents including the Long Range Construction Plan (LRCP) and Tabulation of Existing and Required Facilities (TAB). 3. Coordinate with DMVA leadership to create an optimal Master Plan. 4. Develop site concepts that include utilities, layout, special requirements, design phases, and cost estimates. 5. Update existing RPDP sections with current facility data. 6. Generate an Architectural Theme Study aligned with adjacent structures. 7. Digitize all deliverables in appropriate formats (AutoCAD, GIS, etc.). 8. Prepare an Environmental Baseline Survey for proposed constructions. 9. Compile all findings into a comprehensive Real Property Master Plan document that includes an Executive Summary, Vision Plan, Site Development Plans, Development Standards, Capital Investment Strategy, and RPDP Summary.

Period of Performance

The anticipated design start is October 1, 2026, with construction expected to commence on the same date and conclude by September 30, 2028.

Place of Performance

The contract work will be performed at various locations across the State of Colorado where COARNG facilities are situated.

Bidder Requirements

Firms must meet specific qualifications including: 1. Not having been terminated by the State for non-performance on a State Buildings contract. 2. Having been in business under the same name for at least two years. 3. Demonstrated design experience in similar projects within the last five years. 4. Attendance at a mandatory pre-submittal conference is required for qualification.
