Pueblo West Master Plan

Background

The State of Colorado, Department of Military and Veterans Affairs (DMVA) is soliciting qualification proposals from Architect-Engineer (A-E) firms to create a comprehensive Master Plan for the Colorado Army National Guard (COARNG). The COARNG has acquired a 35.35-acre property located at 221 N Purcell Blvd., Pueblo West, CO 81007, designated for Military Construction to support operational requirements. The goal of the contract is to establish long-term development visions and strategies for effective use of the property, adhering to standards set by the Department of the Army and National Guard regulations.

Work Details

The selected A/E firm will develop a Master Plan that identifies maximum requirements and ultimate development capacity for the site. This includes: 1. Developing a framework for real property management reflecting goals and objectives of assigned units. 2. Creating mission-oriented facilities that provide flexibility and high-quality environments for Soldiers and their families. 3. Coordinating site development planning with military and state requirements. 4. Identifying sustainability issues and ensuring compliance with environmental standards. 5. Producing at least three separate site development options through design charrettes with stakeholders, detailing building footprints, access points, and future projects. 6. Providing digitized products at each design level and maintaining meeting minutes throughout the project.

Period of Performance

The anticipated design start date is October 1, 2026, with construction expected to begin on the same date and finish by April 30, 2027.

The contract will be performed at the property located at 221 N Purcell Blvd., Pueblo West, CO 81007.

Bidder Requirements

Firms must meet minimum requirements including: - Not having been previously terminated by the State for non-performance on a State Buildings contract. - Having been in business under the same name for at least two years. - Demonstrated design experience in similar projects within the last five years. - Attendance at a mandatory pre-submittal conference. - Submission of an Acknowledgment and Attestation Form.
