Background

The Maryland State Highway Administration (SHA) is soliciting proposals for the TMDL Areawide Impervious Surface Restoration Design-Build Project. This initiative aims to deliver MS4 Impervious Surface Restoration Credits (ISR Credits) within designated watersheds across several counties in Maryland, including Anne Arundel, Baltimore, Carroll, Calvert, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George’s, Queen Anne’s, Washington, Wicomico, and St. Mary’s. The project is part of SHA's compliance with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit requirements.

Work Details

The scope of work includes planning, design, permitting, construction, property rights acquisition, post-construction monitoring, maintenance, and adaptive management necessary to deliver ISR Credits. Proposers may submit multiple projects but must provide a single Proposal Package A for all projects and a separate Proposal Package B for each individual project. The ISR Credits will be achieved through various methods such as Stream Restoration, Outfall Stabilization, Forest Planting, Conservation Landscaping, Impervious Surface Reduction, Riparian Forest Buffers, and Riparian Conservation Landscaping Best Management Practices. Projects must be located on privately owned property with perpetual access provided to SHA from a publicly owned roadway.

Period of Performance

The contract period will be determined upon award but is expected to align with the completion of the proposed projects and associated monitoring requirements.

Place of Performance

Projects will be executed within the MS4 area defined by SHA across multiple counties in Maryland.

Bidder Requirements

Proposers must comply with specific restrictions regarding participation in Design-Build contracts as outlined in § 13-212.1 of the State Finance and Procurement Article of the Annotated Code of Maryland. They must also demonstrate the ability to obtain all necessary property rights for project execution and adhere to the Uniform Relocation Assistance and Real Property Acquisition Policies Act for any property rights acquired after the RFP advertisement date.
