JFHQ Master Plan

Background

The State of Colorado, Department of Military and Veterans Affairs (DMVA) is soliciting qualification proposals from Architect-Engineer (A-E) firms to create an updated comprehensive Master Plan for the Colorado Army National Guard (COARNG). The Joint Forces Headquarters is located at 6848 S. Revere Parkway, Centennial, CO 80112, encompassing 15.78 developed acres with existing facilities that include a 42,000 SF Administration Building and various other structures. The goal of this contract is to establish long-term development visions and strategies for effective use of the property in alignment with military construction requirements.

Work Details

The selected A/E firm will be responsible for developing a Master Plan that includes: 1) A comprehensive analysis of existing facilities and future needs; 2) Development of at least three site development options through stakeholder charrettes; 3) Coordination with DMVA and stakeholders throughout the project; 4) Detailed documentation including meeting minutes and design reviews; 5) Compliance with applicable standards such as Unified Facilities Criteria (UFC) and National Guard Regulations; 6) Preparation of a Facility Utilization Study to assess current usage and future requirements; 7) Integration of sustainability considerations into the planning process; 8) Development of a phased implementation plan for construction projects over a projected timeline.

Period of Performance

The anticipated design start is October 1, 2026, with construction expected to begin on the same date and finish by April 30, 2027.

Place of Performance

The contract will be performed at the Joint Forces Headquarters facility located at 6848 S. Revere Parkway, Centennial, CO 80112.

Bidder Requirements

Firms must demonstrate prior experience in similar projects within the last five years and have been in business under the same name for at least two years. Additionally, firms must attend a mandatory pre-submittal conference. Preference will be given to Colorado resident vendors and firms employing Colorado labor.
