2026 NOCS Production Stages

Background

The City of Elgin is seeking bids for the production stages for its signature Nightmare on Chicago Street event, which is a post-apocalyptic themed street party covering ten city blocks. The event features multiple stages, retail, food, and beverage vendor areas, and roving entertainment. The goal of this contract is to provide staging, production equipment, materials, and labor necessary for the successful execution of this event.

Work Details

The contractor will be responsible for providing staging, production equipment, materials, and labor for the Nightmare on Chicago Street event. This includes: - Setup and strike labor for all stages. - Individual pricing for sound and lighting packages for each stage. - Delivery of all necessary equipment on October 15th and 17th, with setup completed by specified times before the event starts at 5 PM on October 16th and 17th. - Compliance with all laws and regulations pertaining to public contracts as adopted by the State of Illinois and the City of Elgin including payment of prevailing wages. - A mandatory site tour prior to bid submission is required; failure to attend will result in disqualification.

Period of Performance

The contract will be performed from October 15th to October 18th, 2026. This encompasses setup before the event on October 16th and 17th and strike after the conclusion of the event.

Place of Performance

Downtown Elgin, Illinois.

Bidder Requirements

Bidders must comply with local purchasing preferences if applicable. All bidders must submit: - A signed Tax/Collusion/Debarment Affidavit. - A signed Agreement upon award. - A completed Bidder’s Employee Utilization Form if employing five or more persons. - A signed Sexual Harassment Form. - A signed Certification Requirements Form. - Any other required documentation as specified in the bid package.
