Mountain View Road Over Rancheria Creek Bridge Preventive Maintenance Project

Background

The Mendocino County Department of Transportation (MCDOT) is seeking to retain a qualified Professional Engineering firm for the Mountain View Road Over Rancheria Creek Bridge Preventive Maintenance Project. This project is part of the federally funded Highway Bridge Program (HBP) and aims to address deficiencies identified in the most recent Bridge Inspection Report. The bridge, originally constructed in 1935, has been classified as Structurally Deficient, necessitating targeted rehabilitation measures to extend its service life and improve safety.

Work Details

The Consultant will provide engineering, environmental, and project development services including: 1. Rehabilitation of the bridge deck; 2. Repair of structural concrete spalls; 3. Mitigation of corrosion at bearing plates; 4. Rehabilitation of supplemental steel components; 5. Environmental clearance and permitting support; 6. Preparation of Plans, Specifications, and Estimates (PS&E); 7. Bidding support. The Consultant must review existing records, perform field verification, evaluate deficiencies, develop cost-effective corrective measures consistent with BPMP objectives, and identify any additional BPMP-eligible work that may be warranted.

Period of Performance

The anticipated contract start date is October 7, 2026, following the County Board of Supervisors' approval on October 6, 2026.

Place of Performance

The project will be performed on Mountain View Road (County Road 510) over Rancheria Creek, approximately 4 miles west of Boonville, California.

Bidder Requirements

Consultants must demonstrate relevant experience in similar projects involving environmental clearance and permitting for federally funded transportation projects. They are required to submit a Statement of Qualifications (SOQ) that includes a detailed understanding of the services required, a work plan outlining their approach to the project, qualifications of key personnel, and references from similar projects completed within the past five years.
