Construction Manager At-Risk

Background

The White Settlement Independent School District (WSISD) is soliciting proposals for a Construction Manager At-Risk (CMAR) to oversee HVAC improvements across its facilities. The district has engaged Reed, Wells, Benson and Company as the Mechanical, Electrical, and Plumbing (MEP) Engineer of Record. The CMAR will provide preconstruction services during the design phase and serve as the constructor under a Guaranteed Maximum Price (GMP) contract during the construction phase. This project aims to enhance indoor air quality, improve energy efficiency, and minimize disruption to instructional activities.

Work Details

The CMAR will be responsible for: - Preconstruction services including design phase collaboration, cost estimating, scheduling, site logistics planning, and subcontractor procurement planning. - Construction phase services including project management, safety and security compliance, quality management, schedule management, change order management, and monthly reporting. - Specific HVAC improvements may include rooftop units, air handling units, chillers and boilers, geothermal systems, ductwork modifications, building automation upgrades, and related architectural modifications. The CMAR must also coordinate with various stakeholders including the district's representatives and utility providers.

Period of Performance

The contract period begins upon award on July 16, 2026, with an anticipated completion date to be determined based on project scope and schedule.

Place of Performance

The work will be performed at various facilities within the White Settlement Independent School District located in White Settlement, Texas.

Bidder Requirements

Bidders must comply with Texas Government Code regulations regarding Construction Manager At-Risk procurement. They must provide proof of insurance coverage as specified in the solicitation documents. Additionally, bidders are required to submit a completed Form 1295 - Certificate of Interested Parties at the time of contract submission.
