Background

The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contract(s) for COLILERT REAGENT/WATER BOTTLES needed for testing water samples from local cities and small businesses in Texas. Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.

Work Details

The required goods include: - IDEXX #WP200I GAMMA IRRAD COLILERT 100ML 200PK; 98-12973-00 - IDEXX #WP200I-18 GAMMA IRAD COLILERT-18 200PACK; 98-08877-00 - IDEXX #WV120ST-200 120ML VESSEL W/STA 200-PACK; 98-06159-00 - IDEXX #WP104 COLI P/A COMPARATOR; 98-11682-00 These products are necessary supplies needed daily for the operation of analyzing water samples. The Colilert test simultaneously detects or quantifies both total coliforms and Escherichia coli, with results in 24 hours. The contractor must ensure all products comply with applicable environmental rules, regulations, and laws. A Standing Order reagent purchase structure allows for performance of routine bacteriological analysis done daily with reassurance that the items are readily available in the laboratory.

Period of Performance

The anticipated contract start date is September 01, 2026. The response deadline for bids is July 08, 2026, at 10:30 AM.

Place of Performance

The services will be performed in South Texas, covering eight counties where the South Texas Laboratory operates.

Bidder Requirements

Bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods described. Additionally, submission of a HUB Subcontracting Plan (HSP) is encouraged if subcontracting opportunities are identified.
