Background

The Massachusetts Department of Elementary and Secondary Education (DESE) Office for Nutrition is seeking to contract with a National or Massachusetts State approved processor to supply Tikka Masala and Marinara Sauces made with USDA Foods Diced Tomatoes. The goal of this contract is to provide compliant meals that meet USDA Child Nutrition meal pattern requirements, ensuring they are peanut-free, Buy American compliant, and free from artificial colors.

Work Details

The contractor will provide Tikka Masala and Marinara Sauces processed with USDA Foods Diced Tomatoes. These sauces must meet the USDA Child Nutrition meal pattern requirements, be peanut-free, comply with Buy American standards, and contain no artificial colors.

Period of Performance

The initial duration of the contract will commence upon approval and continue until June 30, 2027. There is an option for up to four renewals, each lasting a maximum of 12 months, extending the potential end date to June 30, 2031.

Place of Performance

The contract will be performed in Massachusetts, specifically for use by public schools and districts.

Bidder Requirements

Bidders must be a National or MA-State approved processor. They must demonstrate sufficient warehousing capabilities for frozen, refrigerated, and dry products as per Massachusetts Department of Public Health Regulations. Additionally, bidders must provide exceptional customer service and have adequate transportation staff to deliver products to MA State Contracted warehouses. They must also carry 'all risk' insurance equal to the value of the estimated donated foods in their possession prior to contract approval.
