Background

The Virginia Commercial Space Flight Authority (VCSFA) is seeking proposals for professional services to implement a Supervisory Control and Data Acquisition (SCADA) system at the Mid-Atlantic Regional Spaceport (MARS). The goal of this contract is to provide engineering deliverables and hands-on configuration and commissioning support for a multi-site SCADA solution using Inductive Automation Ignition as the required platform. VCSFA is a political subdivision of the Commonwealth of Virginia and is exempt from the Virginia Public Procurement Act.

Work Details

The contractor (Integrator) will provide services that include: 1. Engineering deliverables for a multi-site SCADA solution focusing on data ingestion, visualization, and recording at select sites within MARS. 2. Implementation of Phase 1, which includes read-only monitoring and data logging without command/control or writebacks. 3. Integration of four sites: Site 1 (hub), Site 2 (spoke), Site 3 (spoke), and Site 4 (spoke). 4. Estimated requirements include approximately 2000 tags and 15 screens per site, with actual numbers to be confirmed post-award. 5. Outcomes must include real-time telemetry visibility, historian logging, stale telemetry detection, read-only enforcement, documented backup processes, operator dashboards, and complete project deliverables for VCSFA's operational independence.

Period of Performance

The work is expected to be completed by December 1, 2026, with proposals due by June 17, 2026.

Place of Performance

The contract will be performed at multiple locations in the vicinity of the Virginia Commercial Space Flight Authority Mid-Atlantic Regional Spaceport Facilities located in Wallops Island, VA.

Bidder Requirements

Offerors must demonstrate relevant experience with Ignition-based multi-site SCADA integration and provide evidence of qualifications including technical competencies and management capabilities. Preference will be given to Offerors registered in the Inductive Automation Integrator Program with high-level certification.
