On-Call Professional Transportation Planning Services

Background

The Fredericksburg Area Metropolitan Planning Organization (FAMPO) is seeking to procure professional transportation planning services through one or more on-call contracts. FAMPO's mission is to facilitate a comprehensive transportation planning process that balances various transportation needs, including roadway, public transit, and pedestrian access, while supporting regional land use and economic goals. The organization plays a critical role in preparing plans and programs for funding applications at federal, state, and local levels. FAMPO intends to issue multiple awards to ensure a full range of required services can be provided under this master contract.

Work Details

The scope of services includes but is not limited to: 1) Performing technical analyses for long-range plan development and Transportation Improvement Program (TIP) development; 2) Providing travel demand modeling and planning analysis; 3) Supporting scenario planning analysis; 4) Developing and administering scientific surveys; 5) Conducting research on travel trends and congestion; 6) Analyzing regional demographic and economic trends; 7) Researching emerging transportation planning considerations; 8) Conducting performance measurement on regional transportation systems; 9) Performing geospatial analyses and data visualization services; 10) Conducting financial analysis related to regional transportation planning; 11) Providing public involvement support; 12) Offering graphic design support for documents; 13) Preparing general engineering work related to traffic and right-of-way improvements.

Period of Performance

The contract will be a three-year term with two optional one-year renewals, commencing from the date indicated in the contract.

Place of Performance

The services will be performed within the FAMPO region, which includes the City of Fredericksburg, Stafford County, and Spotsylvania County.

Bidder Requirements

Offerors must demonstrate their capacity to perform the required services as outlined in the RFP. They should comply with all applicable federal, state, and local laws. Additionally, Offerors are required to submit certifications regarding debarment status and commitment to DBE participation as per FAMPO Title VI Non-Discrimination assurance.
