Background

The Town of Bedford is seeking proposals from qualified professional entities to provide consulting and professional services related to the potential conveyance of a fee simple or partial interest, including but not limited to conservation easements, on properties owned by the Town. The selected Contractor will assist the Town in evaluating, planning, and facilitating matters associated with such conveyances to ensure they align with the Town’s goals, legal requirements, and long-term interests.

Work Details

The Contractor will manage and facilitate the following tasks: 1. Meet with representatives of the Town to discuss property and donation plans; 2. Assist in identifying experienced attorneys, appraisers, tax advisors, and other necessary advisors; 3. Provide guidance on cost and timing for preliminary valuation of donations; 4. Advise on appropriate government agencies or private non-profit organizations (like land trusts) for the Town to approach; 5. Assist with mapping tasks related to donations; 6. Ensure compliance with applicable regulations including the Virginia Open Space Land Act and Virginia Conservation Easement Act; 7. Help prepare surveys or deeds with metes and bounds; 8. Prepare baseline documentation and reports as required; 9. Resolve any ownership, title, or deed issues; 10. Assist in recording deeds; 11. Aid in registering any required limited liability corporations (LLCs); 12. Draft and complete all necessary tax documents; 13. Perform all other tasks related to closing conveyance transactions.

Period of Performance

The contract period will commence upon notice to proceed as determined by the Town of Bedford and will continue until all services are completed as per the contract terms.

Place of Performance

The services will be performed within the geographic boundaries of the Town of Bedford, Virginia.
