Background This contract is a 5 Year Blanket Purchase Agreement (BPA) for non-personal services in support of the United States Air Force Military and Family Readiness Center Transition Assistance Program (TAP) at Hill Air Force Base, Utah. The goal of the contract is to provide essential support services to transitioning service members and their families. Work Details The contractor shall provide TAP data entry, schedule TAP courses for separating/retiring service members, track completion of these courses, and perform front desk customer service functions. Key tasks include: - Ensuring contact with service members within 24-18 months of separation or retirement; - Serving as the primary scheduler for TAP appointments; - Maintaining continuous telephone coverage during standard operating hours; - Managing the lifecycle of TAP-related workshops; - Distributing email reminders to registered service members; - Accessing the milConnect database for document requests; - Ensuring classroom setup prior to sessions; - Managing government-provided computer assets for TAP students. All tasks must comply with DAFI-36-3009 and other relevant Air Force policies. Period of Performance The overall period of performance for this contract is five years, consisting of one base year from September 1, 2026, to August 31, 2027, followed by four option years extending through August 31, 2031. Place of Performance Military & Family Readiness Center, 5837 D Avenue, Building 150, Hill AFB, UT 84056 Bidder Requirements Contractor personnel must have a minimum of six months of administrative, scheduling, or data entry experience in a military or federal environment. They must be proficient in standard computer programs (Word, Excel, Outlook), possess strong written communication skills adhering to Air Force standards, have technical ability with Microsoft Teams for virtual classrooms, and understand military protocol. Additionally, they must pass a federal background investigation to obtain a Common Access Card (CAC) for access. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior contract FA820121C0013, awarded to Seci Global for “Transition Clerk” support for the Hill AFB Airman and Family Readiness Center (08/23/21–09/06/26). The current BPA’s Transition Assistance Program Clerk duties—data entry, front desk/customer service, scheduling TAP appointments and courses, tracking completion, and related administrative support—are consistent with a continuation of the same transition-clerk role described in the prior statement of work.
