Background The FY26 BRL Snag and Clear project is initiated by the relevant government agency to address the removal of foreign debris and materials in the Black Rock Channel, Buffalo Harbor, and River, as well as brush clearing at Bird Island Pier. The goal of this contract is to ensure navigable waterways and maintain safety in these areas. Work Details The contractor will be responsible for the following tasks: 1. Mobilization/Demobilization for the snagging and clearing operations. 2. Snagging and clearing of the Black Rock Channel. 3. Snagging and clearing of the Buffalo River and Harbor. 4. Brush removal on Bird Island Pier. The work may require additional days depending on the amount of debris present, as defined in Section 2.2 regarding workdays. The contractor must provide a proposal that includes all costs for labor, materials, and equipment necessary to complete the work as outlined in this request for proposal and related documents. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The contract will be performed at Black Rock Channel, Buffalo Harbor, Buffalo River, and Bird Island Pier. Bidder Requirements Bidders must meet the following requirements: Small Business Set Aside - Total (SBA). Additionally, bidders should possess necessary licenses, certifications, and experience relevant to marine debris removal and environmental safety standards.
