This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov. The Department of War Education Activity (DoWEA) has the following requirements: DoWEA requires an established high school, semester-long Career and Technical Education (CTE) work-ethics-focused curriculum provisionally named Work Ethics First with a proven track record of successful implementation, to be delivered by educators. An established, ready-to-use curriculum and resources empower students to make career choices based on the following:

Curriculum highlights the dignity, demand, and good-paying, life-long employment in the skilled trades as an alternative to a career requiring a university-degree. - Focusing on Character over Compliance: Instilling a proactive work ethic as a primary life skill, framing gratitude for the freedoms that those living in America enjoy and personal accountability as core components of career success regardless of the chosen career path not job-specific work ethics that focus on punctuality, attention to detail, etc. The period of performance shall be 1 year base period 15 SEP 2026 14 SEP 2027. The option periods are: - Option Period 1 15 Sep 2027 14 Sep 2028 - Option Period 2 15 Sep 2028 14 Sep 2029 - Option Period 3 15 Sep 2039 14 Sep 2030 - Option Period 4 15 Sep 2030 14 Sep 2031 The applicable North American Industry Classification System (NAICS) codes include 611710 (Educational Support Services), 513130 (Book Publishers) and 513120 (Periodical Publishers), and the applicable PSC is U008 (Education/Training - Training/Curriculum Development). DoWEA intends to issue a solicitation in support of this requirement HE125426QE070. This acquisition will be conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with Simplified Acquisition Procedures, as the value is below the Simplified Acquisition Threshold. This requirement will be processed as: Full and Open Competition The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. Focusing on Character over Compliance: Instilling a proactive work ethic and personal accountability as essential components for career success. Additionally, the contractor must ensure compliance with Section 508 standards for accessibility, provide privacy training for personnel accessing sensitive information, and deliver various digital content formats including SCORM-compliant modules. The contractor must also manage user accounts securely and ensure all resources are available throughout the contract duration. Period of Performance The base period of performance is from September 15, 2026, to September 14, 2027, with four option periods extending through September 14, 2031.
