Big Blue 3 MAC (N6449821D0013 - N6449821D0023) CVN 73 USS GEORGE WASHINGTON SCD 8198.8 AND 8198.10 AC Plant Retube SCD 25120 Oil Content Monitor Replacement (OCMs)

Summary (Newest Update)

Background The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is issuing this contract to provide support for Navy Modernization through the Alteration Installation Team (AIT) process. The goal is to enhance the availability, reliability, and mission readiness of Navy vessels by upgrading Hull, Mechanical, and Electrical (HM&E) systems. This contract specifically addresses the installation of technologies that will reduce maintenance and workload requirements for machinery systems and components aboard the CVN 73 USS George Washington. Work Details The contractor shall execute Ship Change Documents (SCDs) 8198.8, 8198.10, and 25120 on board CVN 73 USS George Washington. SCDs 8198.8 & 8198.10 involve blue-collar services to replace copper tubing inside both condenser and evaporators of Air Conditioning Plants #8 and #10, including the removal and reinstallation of any obstructions that hinder access to these plants. SCD 25120 entails replacing the existing oil content monitor with a new unit, requiring continuity checks for all electrical connections. The contractor must ensure compliance with applicable MIL-STDS, MIL-SPECS, and Navy Modernization Program guidelines. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be performed on board the CVN 73 USS George Washington. Bidder Requirements Bidders must demonstrate their technical capability to perform work as per the Statement of Work (SOW), particularly regarding installation tasks associated with Navy Shipboard Fleet Modernization. Offerors are required to provide a detailed staffing plan that includes labor categories and a narrative explaining team composition, including cross-training among personnel. Additionally, past performance information for contracts similar to this requirement must be submitted for evaluation. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on prior NSWCPD AIT work aboard CVN 73 USS George Washington. Delphinus Engineering previously supported Navy modernization alteration installation efforts under N6449821D0018–N6449824F3108 (about $591,012), and Epsilon Systems Solutions performed related oil content monitor replacement support under N6449821D0019–N6449825F3032 (about $174,116), which specifically involved installing a new OCM unit. The current SOW similarly requires execution of ship change documents including AC plant retubing (SCD 8198.8/8198.10) and replacing the oil content monitor with continuity checks (SCD 25120), suggesting continuation of shipboard HM&E alteration installation tasks on the same platform.
