Synopsis: NASA/NSSC has a requirement for Multi-Platform Investigation of Cross-Scale Energy Transfer. NASA/NSSC intends to issue a sole source contract to HEXAF INNOVATIONS LLC: 1307 PEPPERMILL LN | CHAMPAIGN, IL 61822 under the authority of FAR 12.102(a). It has been determined that HEXAF INNOVATIONS LLC is the sole provider of Multi-Platform Investigation of Cross-Scale Energy Transfer. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial The NAICS Code for this procurement is 541715. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on 6/22/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Background NASA/NSSC has a requirement for Multi-Platform Investigation of Cross-Scale Energy Transfer. NASA/NSSC will serve as the procuring center, with performance taking place at NASA/Goddard Space Flight Center (GSFC). The goal of this contract is to support the Links multi-scale geospace mission, which is a high priority identified by the last Heliophysics Decadal Survey. Work Details The contractor shall perform the following tasks: - Identify candidate substorm events (space weather activity) that contain THEMIS and MMS alignment, ensuring good ground-based observational coverage. - Utilize additional data from missions such as ELFIN, POES/MetOp, Swarm, etc. - Produce studies on current sheet formation and disruption in the near-Earth magnetotail using MMS and THEMIS in situ observations, aiming to calculate reconnection rates relative to other observables and small-scale energy conversion signatures for comparison with macro- and meso-scale phenomena. - Investigate magnetotail activity concerning near-Earth particle injections, ionospheric particle precipitation, and other ionospheric responses. - Develop an AI-ML-assisted event workflow to facilitate event organization and feature extraction across different datasets, with an expected delivery of a prototype workflow that enhances Links-relevant data analysis and planning.
