The Naval Air Warfare Center Weapons Division (NAWCWD) has a requirement to procure a commercial high-performance multi-channel Vector Signal Generator (VSG) solution. The acquisition consists of: - One (1) Two-Channel Keysight M9484C VXG Vector Signal Generator - One (1) Four-Channel Keysight M9484C VXG Vector Signal Generator The procurement must include all necessary software, accessories, and support to provide a complete solution capable of advanced RF signal generation, synchronized multi-channel RF applications, signal descriptor word (SDW) streaming, Pulse Descriptor Word (PDW) streaming, in-phase and quadrature (I/Q) streaming, agile RF switching, and high-bandwidth waveform generation. The acquisition shall also include a minimum three-year warranty, calibration plan, and software support subscription. The required equipment must meet the following minimum salient characteristics: - Interoperability: The system must be able to utilize, import, and execute existing Government-developed threat simulation files, including approximately forty (40) Government-owned and validated PDW and I/Q streaming files, without substantial redevelopment or revalidation.
Continuous wave (CW) RF output from 9 kHz to at least 20 GHz.
Minimum instantaneous RF bandwidth of 2.5 GHz per channel.
Capability to generate a minimum of eight (8) independent pulse-on-pulse signals per physical channel.
The system must support PDW, SDW, and optical digital I/Q streaming.
The Government has a substantial existing investment in the Keysight ecosystem, including a library of approximately forty (40) validated threat simulation files used for mission-critical testing. An alternative solution would require substantial redevelopment, integration, testing, validation, and re-accreditation of the Government's existing threat simulation library, forcing the Government to incur unacceptable costs estimated to exceed $500,000 and a program schedule delay of 2-4 years to re-host, re-validate, and re-accredit this entire library. Furthermore, the Keysight VXG solution provides unique technical features essential for next-generation threat simulation that based on the Government's market research and technical evaluation of Sources Sought responses, no alternative solution demonstrated compliance with the Government's minimum signal density, bandwidth, and streaming requirements. Specifically, the VXG can generate up to eight (8) independent signals per physical port across a 2.5 GHz bandwidth. This capability is critical for creating the high-density environments required for testing and is a feature not available from other researched high-end signal simulators. Due to the substantial duplication of cost and schedule impact combined with the unique technical capabilities, Keysight Technologies is the only source capable of meeting the Government's requirements.
