Background The USAF Academy (USAFA), Department of Chemistry is seeking to replace a 20+-year-old fluorimeter that is no longer operational due to the unavailability of replacement parts. This modern replacement is essential for sustaining upper-division course instruction, which impacts 60 to 80 cadets annually. The solicitation is a Request for Information (RFI) aimed at identifying capable sources and evaluating potential small business set-aside opportunities for a high-performance spectrofluorometer system. Work Details The contract requires the delivery of a commercial spectrofluorometer system that meets or exceeds the following specifications: - **Multiple Data Collection Modes**: Capable of fluorescence, phosphorescence, chemi-luminescence, and bio-luminescence. - **Excitation Source**: Must utilize a Xenon flash lamp-based system with high-frequency flash rates to minimize fluorescence photo-bleaching and provide room-light immunity. - **Optical Beam Geometry**: Configured to maximize collection efficiency with low sample volumes in cuvettes. - **Sensitivity & Detection**: Equipped with a high-sensitivity photomultiplier tube for enhanced sensitivity above 700 nm, capable of measuring picomolar amounts of fluorescein. - **Signal-to-Noise Ratio (SNR)**: Guaranteed SNR of >500:1 for the Raman Band of Water using excitation at 500 nm and a 1-second signal averaging time. - **Sample Handling & Temperature Control**: Must measure four or more cells automatically, include a solid sample holder accessory kit for various sample types, and provide a water-thermostatted single-cell holder with a compatible water pump (110V with standard US plug).
