The Albuquerque Area Indian Health Services (AAIHS) hereby submits a Notice of Intent to award a sole source, firm-fixed-price contract for installation and upgrade of video surveillance systems at multiple healthcare facilities, to Puyenpa Technologies, LLC., UEI: J6XW4TYFMJ4. The requested agreement shall include all management, labor, equipment, materials, tools, transportation, supervision, and incidentals necessary to design (as required), furnish, install, configure, applicable test certifications, and commission complete and operational IP-based video surveillance systems at AAIHS healthcare facilities. Period of Performance is for one base year. The estimated total value is below the simplified acquisition threshold. The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supply or service will satisfy agency requirements and is based on market research. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency. The determination not to complete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purposes of determining whether to conduct a competitive procurement. Background The Albuquerque Area Indian Health Service (IHS), part of the U.S. Department of Health and Human Services, is seeking to enhance physical security and compliance with federal security requirements through the installation and upgrade of video surveillance systems at multiple healthcare facilities.
