Background The VA San Diego Healthcare System (VASDHS) is seeking a contractor to develop a comprehensive 10-year Master Plan for the VA San Diego Medical Center campus. The goal of this contract is to guide renovation, modernization, expansion, and long-term capital planning to meet the needs of the veteran population. The selected contractor will work closely with hospital leadership and various stakeholders to create a strategic roadmap for facility development. Work Details The contractor will provide all labor, expertise, planning services, and technical analyses necessary for the project. Key tasks include: conducting detailed facility condition assessments; evaluating Mechanical, Electrical, and Plumbing (MEP) systems; performing seismic and structural reviews; conducting utility capacity studies; analyzing workflow and space optimization; identifying opportunities for new construction or major renovations; and collaborating with hospital leadership to produce a coordinated campus modernization plan. Deliverables will encompass planning reports, updated campus diagrams, conceptual design options, prioritized project lists, cost projections, and a final Master Plan document. Additionally, the contractor will conduct a comprehensive Market Level Analysis and Reallocation Study that includes validating VA demand projections across all Strategic Planning Categories (SPCs), reallocating workload to current and future care sites, and performing demographic mapping for applicable counties. The contractor will also produce workload allocation models, market maps, draft reallocation assumptions, and provide iterative planning support through multiple meetings with VA leadership. Bidder Requirements Bidders must have experience in facility planning and capital improvement projects within healthcare settings. Contractors are required to have personnel trained in OSHA approved interstitial maintenance operations due to potential asbestos exposure in certain areas of the hospital. Additionally, contractors must demonstrate capability in conducting market analysis and reallocation studies relevant to healthcare facilities.
