Jeppesen ForeFlight is the only provider capable of delivering the required aviation software licenses and support compatible with the USCG's Gulfstream C-37A/B & C-39A aircraft and Honeywell avionics suite. The services are essential for meeting FAA, ICAO, and host-nation requirements, and for ensuring safe and compliant global operations. No other vendor can provide the required compatibility, integration, and security necessary for USCG's mission-critical executive airlift. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available for this requirement. However, any firm that believes it can meet the requirements may submit a capability statement, which may be considered by the agency. Responses must provide clear and convincing evidence that competition would benefit the government and that interested parties would be likely to participate.
Interested vendors should submit a capability statement detailing their technical approach, relevant past performance, and ability to meet all requirements outlined in the Performance Work Statement (PWS).

No other vendor can provide the required level of compatibility with Honeywell avionics or meet FAA, ICAO, and host-nation requirements. Incumbent Analysis (see Incumbents section for more detail) The prior awards indicate a confirmed incumbent relationship with Jeppesen/ForeFlight providing the same aviation software licensing set for USCG aircraft. Specifically, Foreflight received a $27,611 contract (12/06/24–06/05/26) for Mobile Military Flight Bag licenses, Heavy Tail Dispatch, and Runway Analysis for USCG Gulfstream aircraft, and Jeppesen Foreflight received a $1,821 30-day bridge contract (06/05/26–06/17/26) for pilots’ MFB licenses plus Heavy Tail Dispatch and Runway Analysis at USCG Air Station Washington DC. The current requirement continues these exact license categories and aircraft support needs (C-37A/B & C-39A) with the same electronic delivery approach.
