Background The Department of Veterans Affairs is issuing this contract to replace a failed evaporator coil in the air handling unit (AHU-3) located in the Fisher House at Augusta VA Medical Center. This project aims to restore comfort cooling and manage air quality for guests, which is critical for patient care and government property. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses. Work Details The contractor shall perform the following tasks: - Isolate and shut down AHU-3 using safe lockout/tagout procedures. - Recover and properly store or dispose of refrigerant in compliance with EPA regulations. - Remove the existing evaporator coil and associated components as required. - Supply and install a new evaporator coil compatible with the existing Carrier 15-ton air handling unit. - Perform all necessary piping modifications, brazing, and connections using approved methods. - Conduct pressure testing of the system to verify integrity and ensure no leaks. - Evacuate the system to appropriate vacuum levels prior to charging. - Recharge the system with the correct type and quantity of refrigerant per manufacturer specifications. - Perform full operational and performance testing of AHU-3 to ensure proper functionality and efficiency. - Clean work area and remove all debris, old materials, and waste from site. The contractor is also responsible for disposal of all accumulated debris relative to this contract at the end of each day. Period of Performance The contract will be performed during normal business hours from 7:00 AM to 3:30 PM, Monday through Friday, excluding Federal Holidays. The contractor is expected to complete emergency repairs immediately due to urgency. Place of Performance Augusta VA Medical Center, 1 Freedom Way, Augusta, Georgia 30904. Bidder Requirements Bidders must be qualified to perform evaporator coil replacement including refrigerant handling per EPA regulations. Contractors must have certification and experience in working with commercial HVAC systems, including refrigerant recovery, pressure testing, and system recharging. Additionally, any personnel performing this work must be EPA 608 licensed.
