Background The Department of Veterans Affairs (VA), specifically the Dallas Consolidated Mail Outpatient Pharmacy (CMOP), is planning to issue a Request for Proposals (RFP) for a project aimed at enhancing their operational capabilities. The goal of this contract is to design, furnish, install, integrate, test, and commission a low to medium volume Tablet and Capsule Automation (TCA) system along with associated loop sortation systems at the Dallas CMOP located in Lancaster, Texas. Work Details The anticipated requirements for this project include: - Design, furnishing, and installation of a new low to medium volume TCA system which includes automated tablet/capsule dispensers and integrated replenishment stations. - Redesign and replacement of existing loop sortation hardware and controls to effectively receive, sort, and divert pucks from both the new low/medium volume TCA and existing high volume TCA equipment. - Integration with the existing Pharmacy Operating System (POS), CMOP production systems, and national CMOP data infrastructure. This includes necessary audit trails, messaging capabilities, and reporting functionalities. - Commissioning along with functional testing, integration testing, and support for acceptance testing to ensure performance metrics such as throughput, reject rate, accuracy, and reliability are met. - Provision of comprehensive drawings, technical documentation, training for operations/maintenance/IT staff, warranty provisions, and long-term sustainment support as outlined in the Performance Work Statement (PWS). Detailed requirements will be provided in the PWS accompanying the forthcoming solicitation. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Department of Veterans Affairs CMOP Dallas located at 2962 S. Longhorn Drive, Lancaster TX 75134-2118. Bidder Requirements Bidders must comply with full and open competition requirements. Additionally, one or more items under this acquisition are subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on VA’s prior award 36C77024P0373 to Quality Manufacturing Systems for automated packing stations installed at the CMOP in Lancaster, TX and integrated into the existing automated pharmacy fulfillment system. The current requirement similarly calls for design/furnish/install of automation equipment at the same CMOP location and integration with existing pharmacy systems, including operational testing and acceptance. The overlap in automation installation and system integration work suggests the new TCA and loop sortation effort may be a continuation or expansion of the prior CMOP modernization activities.
