Background

Franklin County is issuing this Request for Bid (RFB) for a fixed-price contract to construct and install Musco Poles and related wireless and network infrastructure as part of the New York State Municipal Infrastructure Program (MIP). The goal is to enhance broadband access in unserved and underserved areas of the County. This RFB pertains specifically to MIP Phase 3, which aims to implement a hybrid fiber optic/fixed-wireless design in the northern portion of Franklin County.

Work Details

The scope of work includes the installation of four (4) Musco Communications-Structure System monopoles and associated Microwave and Tarana Fixed Wireless network infrastructure at multiple sites. The contractor will be responsible for: 1. Installation of one (1) 95-foot Musco galvanized tapered steel monopole per site, including a precast concrete base foundation, climbing facilities, mounts, handholds, and structural accessories. 2. Installation of all wireless and network equipment, including microwave backhaul radios, Tarana Fixed Wireless access point radios, network cabinets, rectifiers, battery backup systems, cabling, connectors, surge protection, mounting hardware, and accessories. 3. Grounding systems installation and electrical utility readiness. 4. Traffic control within public right-of-way during construction. 5. System testing, documentation, and quality assurance readiness to ensure a complete operational system at each site. 6. All labor, materials (except those specified as Owner-Furnished Materials), tools, and equipment necessary for project completion must be provided by the contractor.

Period of Performance

The contract services are expected to be completed within 120 days from the issuance of an approved Purchase Order from Franklin County.

Bidder Requirements

Bidders must be listed on Musco Lighting LLC's approved vendor list for installation of the specified Musco system. Additionally, bidders must comply with all applicable federal and state requirements including prevailing wage laws as per New York State Labor Law. They are required to submit a Vendor Responsibility Questionnaire and provide proof of insurance coverage naming Franklin County and New York State Empire State Development as additional insureds.
