Lawn and Grounds Maintenance Services for Hamlet Region Year-Round Mowing, Edging, Trimming, and Debris Removal

Background

The North Carolina National Guard (NCNG) seeks to establish an Agency Specific Contract for lawn and grounds maintenance services in the Hamlet Region. The goal of this contract is to ensure that the grounds and fences owned by the National Guard, as well as adjoining highway right-of-ways, are maintained in a professional manner throughout the year. This includes various sites such as the Laurinburg Readiness Center, Rockingham Readiness Center, and Hamlet Readiness Center, which have specific lawn care needs.

Work Details

The contractor will provide year-round lawn care services including: mowing, edging, trimming, debris and leaf removal, and weed and grass control. Specific tasks include: 1. Mowing lawns to a height of 2-3 inches as determined by the facility point of contact (POC). 2. Inspecting work sites for trash or hazards before mowing. 3. Removing grass clippings and debris from sidewalks, patios, plant beds, roads, and parking areas. 4. Picking up miscellaneous trash/tree limbs/debris during service visits. 5. Collecting and disposing of excessive clippings during mowing visits. 6. Providing bush-hog services when necessary with prior approval. 7. Obtaining necessary permits and licenses for pesticide application. 8. Documenting pesticide/herbicide use with required forms. 9. Trimming bushes/trees to maintain a height of up to 10 feet at least twice a year. 10. Removing trees in designated areas that are 6 inches in diameter or less. 11. Placing mulch around shrubbery once per year with specified thickness requirements. 12. Fertilizing and seeding areas as needed twice a year maximum. 13. Maintaining clear zones around fences free from vegetation to mitigate security risks.

Period of Performance

The contract will have an initial term of one (1) year starting from the effective date of contract execution, with options for two additional one-year renewals at the State's discretion.

Place of Performance

Services will be performed at three readiness centers located in Laurinburg (1520 South Main St., Laurinburg, NC 28352), Rockingham (1207 Rockingham Rd., Rockingham, NC 28379), and Hamlet (219 Boyd Lake Rd., Hamlet NC 28345).

Bidder Requirements

Vendors must be registered with the North Carolina Secretary of State and provide evidence of this registration within 10 business days upon notification of award. Vendors must also complete various attachments including HUB Supplemental Vendor Information to support minority participation goals.
