Bridge Engineering Design Services for Operations Support (Design B-1 Level C)

Background

The New Jersey Department of Transportation (NJDOT) is issuing this solicitation for Bridge Engineering Design Services as part of a three-year term agreement for FY 2026. The goal of this contract is to provide engineering services for bridge maintenance and repair contracts, ensuring the safety and functionality of transportation infrastructure. The services will focus on Orphan and Railroad bridges, requiring expertise in these specific areas.

Work Details

The contractor will provide a range of services including: - Field investigation of project sites to assess existing conditions and develop scopes of work. - Preparation of Bridge Priority Repair Design Plans, Specifications, and Cost Estimates. - Emergency engineering services and construction support as directed by the Department. - Preparation of necessary correspondence and documentation for projects. - Development of Subsurface and above-ground Utility Relocation Design Plans and Specifications. - Conducting field surveying, aerial surveying, and mapping according to NJDOT CADD standards. - Evaluation of sites for the need for Environmental Documents/Studies and preparation/submittal of permit documents. - Assessment of drainage systems with plans to meet current standards. - Review existing guide rail systems with plans for compliance with current standards. - Creation of Traffic Control and Construction Staging Plans. - Documentation preparation required for Federally Funded projects including Categorical Exclusion Documentation (CED). - Attendance at Public Information Meetings if required. - Conducting Hazardous Material Investigations and preparing reports/permit applications. - Review contract shop drawings as needed, including containment plans. - Ensure compliance with environmental standards through proper documentation and permits as per NJDEP regulations.

Period of Performance

The contract will be performed over a three-year period starting from FY 2026.

Place of Performance

The services will be performed in New Jersey, specifically focusing on various bridge sites across the state.

Bidder Requirements

Firms must be prequalified with NJDOT in the discipline B-1 Bridge Design NON-MOVABLE Structures at complexity Level C to submit a Technical Proposal. Only one technical proposal submission is allowed per firm unless otherwise noted. Subconsultants must also be cost basis approved by NJDOT by the closing date of the solicitation.
