Regional Construction Inspection Federal Term Agreement 2026 (C-6 Level A)

Background

The New Jersey Department of Transportation (NJDOT) is issuing a solicitation for a Regional Construction Inspection Federal Term Agreement for 2026. This contract aims to provide construction inspection services specifically for pavement preservation projects across three regions: North, Central, and South. The goal is to ensure that these projects are executed efficiently and meet federal standards.

Work Details

The selected consultant will provide construction inspection personnel exclusively for anticipated pavement preservation projects within the North, Central, and South Regions. The agreement is strictly limited to pavement preservation, which may require night shifts. The term of the agreement is three years, during which the selected consultant's team must remain committed unless formally released by the NJDOT's Regional Consultant Coordinator. All assigned projects must be successfully closed within five years of initiation. Work will be authorized via written Task Orders executed by the Department’s Regional Consultant Coordinator based on operational needs. The consultant acknowledges potential fluctuations in workload and may need to assign personnel to multiple projects simultaneously. Specific roles include Resident Engineer and various inspectors with qualifications such as NICET certifications.

Period of Performance

The contract will be performed over a period of three years from the date of award, with all assigned pavement preservation projects needing to be closed within five years of initiation.

Place of Performance

The services will be performed in various locations across New Jersey's North, Central, and South regions.

Bidder Requirements

Eligible firms must be prequalified with NJDOT in the C-6 discipline at Level A. Only one technical proposal submission is allowed per firm unless otherwise noted. Subconsultants must also be cost basis approved by NJDOT as of the closing date. Firms wishing to joint venture must submit a completed Statement of Joint Venture form, ensuring that all members meet prequalification requirements.
