Bond Underwriting Services

Background

The City of Galveston, Texas, is an island community with a rich history and a population of over 50,000 residents. The city operates under a council-manager form of government and employs more than 800 individuals to provide essential services. The purpose of this Request for Qualifications (RFQ #26-02) is to solicit proposals from qualified vendors for Bond Underwriting Services, aimed at forming a pool of underwriters to market the city's future negotiated bond sales over the next five years.

Work Details

The selected firms will provide bond underwriting services for any negotiated bond underwriting deemed necessary by the City of Galveston during the contract period. The city intends to establish an underwriting pool consisting of up to 12 firms, with the authority to appoint members as needed for specific bond sales. Proposals must address several key areas including: 1. A brief resume of professionals assigned to COG’s underwriting engagement, focusing on their financing experience. 2. A history of the firm’s municipal practice, particularly in Texas. 3. National and Texas experience in negotiated municipal bond transactions. 4. Examples of underwriting performance for Texas issuer bonds in the last two years. 5. Financing ideas or materials provided to the City over the last three years. 6. Actions to ensure transparency in bond sales.

Period of Performance

The contract will be performed over a five-year period starting from the award date.

Place of Performance

Services will be performed in Galveston, Texas.

Bidder Requirements

Proposers must comply with various requirements including registration with SAM.gov if applicable, adherence to House Bills 13, 19, and 89 regarding discrimination policies, and submission of a Conflict of Interest Questionnaire (Form CIQ). Additionally, proposers must confirm they do not owe delinquent property taxes to the City and must provide proof of insurance coverage as specified in the RFQ.
