Background

The City of Durham is issuing a Request for Proposal (RFP) for Municipal Separate Storm Sewer System (MS4) Inspections as part of its commitment to comply with the National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements. Reimbursement for Water Access Equipment

12 each. The core service involves detailed inspections of stormwater structures and verification of system components, including identifying illicit discharges and documenting conditions. The contractor must adhere to the Standard Operating Procedure outlined in Exhibit A, which includes specific video inspection requirements and coding systems (PACP).

Period of Performance

The contract will be performed over a period of one year from the Notice to Proceed, anticipated in October 2026, with potential annual renewals up to five years based on performance.

Bidder Requirements

Bidders must comply with the Equal Business Opportunity Program, achieving goals of 0% MUBE and 0% WUBE participation. All proposals must include completed procurement forms as specified in Exhibit G. Additionally, bidders are required to provide proof of insurance coverage including Commercial General Liability, Automobile Liability, Workers’ Compensation, and Professional Liability as detailed in the RFP.
