Municipal Separate Storm Sewer System (MS4) Inspections

Background

The City of Durham is issuing a Request for Proposal (RFP) for Municipal Separate Storm Sewer System (MS4) Inspections as part of its commitment to comply with the National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements. The goal of this contract is to ensure comprehensive inspections of stormwater infrastructure to maintain environmental standards and public safety.

Work Details

The contractor will provide the following services:

MS4 Basin Inspections

2,900 each

MS4 Mainline Inspections

100 hours

Quick Response for MS4 Mainline Inspections

20 hours

Cleaning for MS4 Inspections

100 hours

Quick Response Cleaning for MS4 Inspections

20 hours

Mobilization for MS4 Mainline Inspections

16 each

Quick Response Mobilization for MS4 Mainline Inspections

4 each

Reimbursement for Water Access Equipment

12 each. The core service involves detailed inspections of stormwater structures and verification of system components, including identifying illicit discharges and documenting conditions. The contractor must adhere to the Standard Operating Procedure outlined in Exhibit A, which includes specific video inspection requirements and coding systems (PACP).

Period of Performance

The contract will be performed over a period of one year from the Notice to Proceed, anticipated in October 2026, with potential annual renewals up to five years based on performance.

Place of Performance

The services will be performed throughout the City of Durham, North Carolina.

Bidder Requirements

Bidders must comply with the Equal Business Opportunity Program, achieving goals of 0% MUBE and 0% WUBE participation. All proposals must include completed procurement forms as specified in Exhibit G. Additionally, bidders are required to provide proof of insurance coverage including Commercial General Liability, Automobile Liability, Workers’ Compensation, and Professional Liability as detailed in the RFP.
