Background

The Montgomery County Engineer’s Office (MCEO) is seeking Statements of Qualifications (SOQ) for professional design and consulting services for various projects from July 1, 2026, to June 30, 2028. The goal of this contract is to identify qualified firms that can provide a range of engineering and design services related to roadway and bridge construction projects in Montgomery County, Ohio.

Work Details

The services required under this contract include: - Preparation of construction contract plans and studies - Administration and inspection of construction projects - Right-of-way acquisition services - Program management - Construction management - Feasibility studies - Preliminary engineering - Design engineering - Surveying - Mapping - Architectural services related to highway construction. Specific design services include: - Bicycle Facilities & Enhancement Design

Right-of-Way Plan Development

- Bridge Design and Inspection (Levels 1 & 2)

Traffic Signal Design and Operations

- Environmental Document Preparation (EA/EIS)

Noise Analyses and Abatement Design

- Public Involvement activities. Right-of-way acquisition services encompass project management, title research, appraisal processes, negotiation, closing procedures, and relocation assistance. Construction inspection roles include Project Inspector positions across various specialties such as structure inspection and traffic signal inspection.

Period of Performance

The contract will be performed from July 1, 2026, to June 30, 2028.

The geographic location for the performance of this contract is Montgomery County, Ohio.

Bidder Requirements

Firms must submit a Statement of Qualifications that includes firm history, education and experience of key personnel, technical expertise of current staff, availability of staff and equipment. Firms must also provide any applicable Ohio Department of Transportation (ODOT) prequalification letters related to the identified services. Only individuals (not firms) are prequalified for right-of-way acquisition services. Firms included on the current Federal list of firms suspended or debarred are not eligible for selection.
