Steubenville City Services or Projects

Background

The City of Steubenville is seeking a consultant for a sidewalk/shared use path project on University Boulevard and Wellesley Avenue in Jefferson County. The goal of the contract is to prepare construction contract plans, Right of Way plans, and plan package documents. Additionally, the consultant will provide Environmental and Right of Way Acquisition Services. This project aims to enhance pedestrian safety by adding or updating pedestrian crossings over a project length of approximately 1 mile.

Work Details

The services required under this contract include: - Preparation of construction contract plans - Development of Right of Way plans - Creation of plan package documents - Environmental Document Preparation including CE and Section 4(f) - Conducting ecological surveys and regulated materials reviews - Public involvement activities at C1 and C2 Level CE - Right of Way Acquisition Services including project management, title research, value analysis, appraisal, negotiation, and closing. The estimated construction cost for this project is $1,400,000.

Period of Performance

The anticipated date for the selected consultant to be authorized to proceed is August 2026. The Local Let plan package must be completed and on file with the City of Steubenville and ODOT District 11 by November 1, 2028.

Place of Performance

The work will be performed in Jefferson County, specifically along University Boulevard and Wellesley Avenue in the City of Steubenville.

Bidder Requirements

Consultants must meet prequalification requirements set by the Ohio Department of Transportation (ODOT). Only individuals (not firms) are eligible for right of way acquisition services. Additionally, all prime consultants and subconsultants providing engineering and design-related services must be prequalified in Financial Management System Evaluation. Firms that are currently suspended or debarred from federal contracts are not eligible for selection.
