Background

The City of Loveland is seeking a consultant to perform Right of Way Acquisition Services for improvements on State Route 48. The project aims to enhance pedestrian safety and accessibility through the installation of sidewalks and related infrastructure. The estimated construction cost for the project is $2,894,195.65.

Work Details

The consultant will provide the following services:

Value Analysis

- Appraisal - Negotiation - Closing The project involves installing 6-foot detached and 8-foot attached sidewalks on both sides of State Route 48 from Blossom View Drive to Butterworth Road (approximately 3,200 linear feet). If funded through OKI, the project may extend along Butterworth Road to Dorsey Lane (an additional 2,300 linear feet). Additional work includes constructing retaining walls, curb and gutter, a mid-block RRFB crossing, and storm improvements. Prequalification requirements state that only individuals (not firms) are prequalified for right of way acquisition services.

Period of Performance

The anticipated date for the selected consultant to be authorized to proceed is July 2026. The completion schedule will follow the milestones outlined in the attached ODOT Milestones in LPA Scope.

Place of Performance

The contract will be performed in the City of Loveland, Ohio, specifically along State Route 48 from Blossom View Drive to Butterworth Road.

Bidder Requirements

Consultants must be prequalified by the Ohio Department of Transportation in relevant categories. Only individuals are eligible for right of way acquisition services. Firms included on the current Federal list of suspended or debarred firms are not eligible for selection.
