Background

The City of Franklin is seeking a consultant to prepare construction contract plans for traffic signal upgrades and fiber optic interconnect improvements along State Route 73/East Second Street. This project aims to enhance traffic management and safety in the area, spanning approximately 1.65 miles from Riley Boulevard to Interstate 75. It includes significant upgrades at seven signalized intersections, aligning with the City’s mission to improve transportation infrastructure.

Work Details

The services required under this contract include: - Preparation of construction contract plans for traffic signal upgrades and fiber optic interconnect improvements. - Full reconstruction of traffic signals at three intersections: East Second Street at Charles Street/Victory Lane, Millard Drive, and Deardoff Road. This includes installation of new mast arm poles, signal heads, traffic control equipment, CCTV cameras, and emergency vehicle preemption systems. - Upgrades to fiber optic communication and controller systems at the remaining intersections to integrate them into the City’s existing Advanced Traffic Management System (ATMS). - Compliance with ODOT’s design standards and specifications for consulting services.

Period of Performance

The anticipated date for authorization to proceed is August 2026, with completion of plans required by December 15, 2027.

Place of Performance

The work will be performed in the City of Franklin, Warren County, Ohio.

Bidder Requirements

Bidders must meet prequalification requirements set by the Ohio Department of Transportation (ODOT) for engineering and design-related services. Specifically, firms must be prequalified in areas such as traffic signal reconstruction and ITS/fiber optic interconnect projects. Only individuals are eligible for right-of-way acquisition services. Firms on the federal list of suspended or debarred entities are not eligible for selection.
