Background

This solicitation is issued by the State of Louisiana, specifically the Office of State Procurement, to establish a Blanket Order/Service Contract for the provision of Cement Powder to the Louisiana Department of Corrections. The goal of this contract is to ensure a reliable supply of cement powder necessary for concrete production at the facility's concrete plant.

Work Details

The contractor will provide Type IL Cement Powder, which is required for mixing with sand and gravel to produce concrete products. The estimated quantity is 155 tons, with deliveries made on an as-needed basis to the Louisiana State Penitentiary at Angola, LA. No initial delivery is required; however, the agency will contact the vendor at least 24 hours in advance to request delivery. Minimum delivery is set at 24 tons per load, and deliveries are expected within 2 days after receipt of order (ARO). The unit price must include all freight charges.

Period of Performance

The contract will have an initial term of one year starting from July 1, 2026 or from the date of award, whichever is later. It will end on June 30, 2027. There is an option for renewal for two additional 12-month periods, making the total possible contract duration not to exceed 36 months.

Place of Performance

Deliveries will be made to the Louisiana State Penitentiary located at 17544 Tunica Trace - Hwy 66, Angola, LA 70712.

Bidder Requirements

Bidders must be registered in the LaGov system to submit bids online and must comply with all applicable federal and state laws and regulations. Additionally, bidders must provide a W-9 form if newly registered. The contractor must also comply with E-Verify provisions as per LA R.S. 23:995 and federal law.
