Water Reclamation Facility Projects Prequalification

Background

The City of Orem Water Reclamation Facility (OWRF) was established in 1953 and has undergone significant upgrades in 1983 and 2010. In 2022, the City completed a Capital Facilities Master Plan for the WRF, which outlines strategic upgrades necessary over the next 20 years to ensure the facility remains safe, effective, efficient, and compliant with current and anticipated treatment standards. The facility includes various treatment processes for liquid streams and solids, as well as support facilities such as electrical buildings and pump stations. The master plan identifies multiple projects for upgrades and new constructions to enhance the facility's capabilities.

Work Details

Contractors are being prequalified for several upcoming projects at OWRF over the next five years. The specific projects include: 1) New Headworks Screening and Grit Removal Facility; 2) New Primary Effluent Pump Station and upgrades to RAS Pump Station; 3) BNR system upgrades; 4) UV Disinfection Facility Expansion; 5) New Dewatering Facility with Administrative, Lab, and Office Spaces; 6) New Biosolids Conditioning System within its Mesophilic Digester Building; and other Phase 1 projects identified in the master plan.

Period of Performance

The contract work is expected to be performed over a period of five years as projects are solicited.

Bidder Requirements

Contractors must have a minimum of ten years in business under their current name. They must provide details on their firm type (Corporation, Partnership, Individual, Joint Venture), contractor licenses including status and trade categories, bonding company information, bank or financial institution details, insurance company information, safety program documentation, quality assurance program details, and confirm familiarity with the National Environmental Policy Act. Additionally, contractors must disclose any bankruptcy filings or unresolved claims from the past five years.
