The purpose of this service acquisition is to provide routine, corrective and preventative maintenance, and support services for the fiber optic telecommunication infrastructure supporting piers located on Naval Station Norfolk (NAVSTA) and Joint Expeditionary Base Little Creek (JEBLC).
Background The General Services Administration (GSA) is issuing this solicitation for the purpose of acquiring fiber optic maintenance and repair support services for the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). NCTAMS LANT's mission is to deliver secure and resilient telecommunications systems that provide information superiority for global maritime and joint forces. This contract aims to ensure the operational readiness of the fiber optic telecommunications infrastructure supporting piers at Naval Station Norfolk (NAVSTA) and Joint Expeditionary Base Little Creek (JEBLC). Work Details The contractor shall provide routine, corrective, and preventive maintenance, as well as support services for the fiber optic telecommunications infrastructure. This includes: - Maintenance of fiber risers, fiber distribution centers (FDC), and Integrated Transport Node (ITN) locations. - Management of Environmental Distribution Center (EDC) enclosures housing Standard Connector (SC) fiber bulkheads. - Ensuring connectivity through Umbilical Cable Assembly (UCA) pigtails and hybrid 12MM/12SM fiber trunks connecting to FDCs. - Performing fusion splicing at connection points between feeder cables from ITN locations. - Adhering to industry standards and guidelines specified in section 7.12 of the Performance Work Statement. Period of Performance The contract will be performed over a period starting from September 1, 2026, to April 30, 2027, with options for additional periods extending through April 30, 2031. Place of Performance The services will be performed at Naval Station Norfolk and Joint Expeditionary Base Little Creek, located in Norfolk, Virginia.
