Requirement Overview

The 633 Contracting Squadron (CONS), Joint Base Langley-Eustis (JBLE) Langley is seeking potential interest and industry input from eligible small businesses capable of performing: - Title I (Design Services) - Title II (Construction Support Services) Services include developing documentation for conceptual solutions, design criteria, environmental assessments, economic analyses, detailed cost estimates, construction drawings, specifications, and other documents necessary to execute maintenance, repair, and construction projects.

Anticipated Contract Structure

The 633 CONS anticipates awarding Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed price (FFP) contracts across multiple NAICS codes. Specifically, for Architectural Services under NAICS code 541310 (with a size standard of $12.5M), the Government plans to award three IDIQ FFP contracts, each featuring an ordering period of a 5-year base and three 1-year options. Additionally, for Engineering Services under NAICS code 541330 (with a size standard of $25.5M), the Government also anticipates awarding three IDIQ FFP contracts with the same ordering period of a 5-year base plus three 1-year options.

The goal of this contract is to support the design and construction efforts at JBLE, including Fort Eustis, Langley Air Force Base, Virginia Beach, and Sandston, VA. This Sources Sought Notice is intended for market research purposes and does not constitute a commitment to award a contract. Work Details The Architect-Engineer (A-E) shall perform Title I (Design Services) and Title II (Construction Support Services). Tasks include: developing documentation for conceptual solutions, design criteria, environmental assessments, economic analyses, detailed cost estimates, construction drawings, specifications, bid schedules, color boards and renderings necessary for maintenance, repair, alteration, and construction projects. Specific services required include: conducting architectural, civil, structural, mechanical, electrical, environmental surveys; preparing charrette reports summarizing design concepts; performing hazardous waste testing; providing cost estimating; reviewing contractor submittals; preparing change order documentation; and ensuring compliance with applicable regulations. Period of Performance The anticipated period of performance includes a 5-year base ordering period with three 1-year options. Place of Performance Joint Base Langley-Eustis with specific locations including Fort Eustis, VA; Langley Air Force Base, VA; Virginia Beach, VA (203 Red Horse Squadron); and Sandston, VA (200 Weather Squadron). Bidder Requirements Bidders must be small businesses as this opportunity is set aside for small business participation. The A-E must be licensed in architecture and/or engineering and have the qualifications to perform all professional engineering work necessary for the services specified. Key personnel must possess relevant experience in architectural and engineering disciplines.
