Background The Federal Bureau of Prisons (Bureau) is seeking contractors capable of providing Residential Reentry Center (RRC) services and Home Confinement services for male and female Federal offenders. The goal is to establish a comprehensive community-based service that aids individuals in transitioning from incarceration to the community, ensuring they have access to necessary support and resources. The contract will cover areas within or near Williamsport, PA, including several boroughs and townships, with a home confinement radius of 150 miles from the RRC facility. Work Details The contractor will provide: 1. RRC Services: Up to 20 in-house beds (16 for males and 4 for females) during the One-year Base Period and each of the Four One-year Option Periods. 2. Home Confinement Services: A maximum of 10 placements for both males and females during the same periods. 3. Compliance with the Federal Bureau of Prisons Statement of Work entitled 'Residential Reentry Center, March 2022 SOW', which includes detailed requirements for training staff, managing resident accountability, ensuring safety and security, developing operational policies, and maintaining communication with the Bureau. 4. Staff training requirements include annual reviews of operation manuals, specific training on duties before working with federal residents, emergency procedures training, and handling hazardous materials. 5. Development of a comprehensive staff training program addressing sexual abuse prevention and intervention. 6. Implementation of a resident accountability program that ensures continuous monitoring of residents both in the facility and during home confinement. Period of Performance The contract will be executed over a One-year Base Period followed by Four One-year Option Periods. Place of Performance Services will be performed within or near Williamsport, PA, covering specific boroughs and townships as well as a home confinement radius extending up to 150 miles from the RRC facility. Bidder Requirements Bidders must demonstrate capability in providing RRC services as outlined in the SOW, including having qualified personnel with appropriate training and certifications. Key personnel must attend BOP training when offered, acknowledge understanding of employee standards prior to working with federal residents, and develop operational policies compliant with BOP standards. The current requirement for in-house RRC beds and home confinement placements within the Williamsport, PA area, performed under the March 2022 RRC SOW, is consistent with a continuation of the same type of community-based reentry services.
