We are conducting market research to identify capable sources for a comprehensive preventive and corrective maintenance program for the Heating, Ventilation, and Air Conditioning (HVAC) systems at the Maltz Special Warfare Aquatic Training Center, located at Joint Base San Antonio (JBSA), Lackland-Chapman Training Annex. The primary objectives of this requirement are to: Maintain optimal environmental and climate control conditions. Mitigate humidity-driven facility degradation and structural corrosion. Ensure regulatory-compliant Indoor Air Quality (IAQ) for all operational personnel. We welcome industry feedback on the draft PWS and invite interested parties to submit a Capability Statement demonstrating their ability to fulfill this requirement.

Summary: Background The Department of the Air Force, specifically the 502D Air Base Wing at Joint Base San Antonio (JBSA), is conducting market research to identify capable sources for a comprehensive preventive and corrective maintenance program for the Heating, Ventilation, and Air Conditioning (HVAC) systems at the Maltz Special Warfare Aquatic Training Center. The primary objectives of this requirement are to maintain optimal environmental and climate control conditions, mitigate humidity-driven facility degradation and structural corrosion, and ensure regulatory-compliant Indoor Air Quality (IAQ) for all operational personnel. Work Details The contractor shall provide a comprehensive preventive and corrective maintenance program for HVAC systems. This includes: - Providing labor for unscheduled/corrective maintenance tasks required outside of scheduled preventive maintenance visits, such as component failures or system alarms. - Offering 24/7/365 emergency response capability for failures posing immediate threats to personnel safety or mission-critical operations, with a qualified technician on-site within 4 hours of notification. - Managing a Not-to-Exceed (NTE) amount for procurement of parts and materials required for unscheduled maintenance tasks, requiring prior approval from the Contracting Officer Representative (COR) for purchases exceeding $500. - Submitting a monthly schedule of work to the COR five days prior to commencement and providing monthly status reports detailing previous month’s activities. - Developing and maintaining a quality control program to ensure services meet commonly accepted commercial practices. Bidder Requirements Bidders must be small businesses as this opportunity is set aside as 'Small Business Set Aside - Total (SBA)'.
