Building Exterior Repair Project – FDA Pacific Southwest Laboratory

Summary: Background The U.S. Food and Drug Administration (FDA), Office of Facilities Engineering and Mission Support Services (OFEMS), has a requirement for exterior and interior repair and preventative maintenance of the Pacific Southwest Laboratory located at 19701 Fairchild Road, Irvine, California 92612. The facility was designed in late 1999 and completed in 2005, housing laboratory and office spaces. The goal of this contract is to restore the building's appearance, prevent weather-related deterioration, and extend its service life. Work Details The project consists primarily of: 1. Structural steel surface preparation and application of corrosion-resistant coating systems on exterior stairs, sunshades, roof access stairs, entrance canopies, and chemical storage shed structural components. 2. Interior and exterior non-structural concrete crack repairs, including associated surface restoration and replacement of damaged resilient flooring where required. 3. Associated mobilization, quality control testing, safety controls, closeout documentation, and warranty requirements. The construction tasks include: - Apply corrosive-resistive coatings on exterior egress stairs (structural members, railings, nosing & tread), sunshades on the south elevation of the building, access stairs on the roof (stringers and railings), main entrance canopy (vertical/horizontal structural members), and chemical storage shed canopy (vertical/horizontal structural members). - Repair all visible exterior concrete cracks longer than 24 inches as part of the building envelope; repair visible interior cracks in concrete walls/columns/slabs; replace damaged resilient flooring at cracked slab locations. Place of Performance The construction projects will be performed at the FDA Pacific Southwest Laboratory located at 19701 Fairchild Road, Irvine, California 92612. Bidder Requirements This solicitation is a competitive 100 percent Small Business Set-Aside. Bidders must provide performance and payment bonds within fifteen (15) calendar days after contract award. Contractors must possess relevant contractor or trade licenses for construction work related to painting and wall covering. A mandatory site visit is required for bidders to ensure compliance with security requirements.
