The Federal Bureau of Investigation (FBI) requests new, overhauled, and repaired OEM and FAA approved hoists and hoist parts, accessories and services on Onboard System Hand Hoist Rescue Model (Goodrich Hoist Part Number: 44311-12-1) for the FBI UH-60M helicopter fleet. This is a Sources Sought notice/Request for Information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government because of this posting is strictly voluntary and given with no expectation of compensation and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offerors or their employees regarding this requirement is strictly prohibited. The summary is as follows: The contractor shall provide new, overhauled, and repaired OEM and FAA approved hand hoists and hoist parts, accessories, and services on Onboard System Hand Hoist Rescue Model (Goodrich Hoist Part Number: 44311-12-1) for the FBI UH-60M helicopter fleet. Vendor repair and overhaul maintenance facility shall be able to perform major scheduled and unscheduled inspections in support of the FBI's mission. The contractor shall furnish new, repaired, or overhauled OEM-approved parts, accessories, and supplies necessary to support Onboard System Hand Hoist Rescue Model (Goodrich Hoist Part Number: 44311-12-1). See Statement of Work for additional information The anticipated contract type will be firm fixed price. The FBI is interested in obtaining information from industry. Both large business concerns and all categories of small business are encouraged to respond to this request. Background The Federal Bureau of Investigation (FBI) is seeking to establish a Blanket Purchase Agreement (BPA) for the provision of new, overhauled, and repaired OEM and FAA approved hoists and hoist parts, accessories, and services specifically for the Onboard System Hand Hoist Rescue Model (Goodrich Hoist Part Number: 44311-12-1) used in their UH-60M helicopter fleet. This requirement supports the FBI's Critical Incident Response Group (CIRG), Tactical Helicopter Unit (THU), which operates rotary-wing aircraft for sensitive law enforcement, national security, and emergency response missions. Continuous operational availability of these hoists is essential to mission success, necessitating timely access to qualified service providers capable of delivering necessary parts and technical support. Work Details The contractor shall provide the following: new, overhauled, and repaired OEM and FAA approved hand hoists and hoist parts, accessories, and services on the Onboard System Hand Hoist Rescue Model (Goodrich Hoist Part Number: 44311-12-1). The contractor must have a repair and overhaul maintenance facility capable of performing major scheduled and unscheduled inspections. All services must comply with OEM standards and FAA/FCC regulatory requirements. The contractor shall furnish new, repaired, or overhauled OEM-approved parts, accessories, and supplies necessary to support the Onboard System Hand Hoist Rescue Model. Parts must be OEM-approved or certified, meet FAA airworthiness requirements under Title 14 CFR Part 21, comply with FCC requirements under Title 47 CFR Part 15, and be commercially available. Period of Performance The ordering period for this BPA will be five (5) years from the date of award. Place of Performance Services will be performed at the contractor's facility as well as at locations designated by the FBI for their UH-60M helicopter fleet. Bidder Requirements Bidders must be authorized to provide new, overhaul, repair, and inspection services for Onboard System hoists at the time of award and throughout the period of performance.
