The Naval Air Warfare Center - Aircraft Division (NAWC-AD), at Patuxent River, MD announces its intentions to award a sole source Task Order (TO) to Airborne Tactical Advantage Company (ATAC), Newport News, VA on the Terminal Attack Controller Training (TACT) Multiple Award-Indefinite Delivery/Indefinite Quantity (MA/IDIQ) Contract. This Firm-Fixed Price (FFP) TO award is for the 2026 United States Marine Corps (USMC) Burmese Chase training requirements. Background The Naval Air Warfare Center - Aircraft Division (NAWC-AD) at Patuxent River, MD is issuing a sole source Task Order (TO) to Airborne Tactical Advantage Company (ATAC) for the 2026 United States Marine Corps (USMC) Burmese Chase training requirements. This acquisition is justified as an Exception to Fair Opportunity, indicating that only one awardee can provide the required services due to their unique capabilities. Work Details The contractor will provide contractor-owned and operated high-performance turboprop aircraft to fulfill critical requirements for Contracted Close Air Support (CCAS) services in support of PMA-226’s USMC Burmese Chase 2026 Joint Terminal Attack Controller (JTAC) training at Camp Lejeune, NC. Responsibilities include: - Providing aircrew and maintenance personnel; - Conducting dry Simulated Close Air Support (SimCAS) or live CCAS operations in both day and night conditions; - Ensuring aircraft support Type 1 and Type 2 controls; - Facilitating Night Vision Device (NVD) aided operations; - Delivering live ordnance profiles using MK-76 and/or BDU-33 training munitions; - Meeting sustained Time on Station (TOS) requirements for multiple overlapping training flows. Period of Performance The estimated Period of Performance for this task order is from July 27, 2026, to July 26, 2027. Place of Performance The contract will be performed at Camp Lejeune, North Carolina. Bidder Requirements Bidder must demonstrate capability to provide high-performance turboprop aircraft as specified. ATAC is the only contractor with approved subcontractor agreements capable of fulfilling these unique requirements without unacceptable delays. Other contractors lack the necessary agreements and would face significant schedule risks if they attempted to meet these needs.
