Background The Military Sealift Command (MSC), Service Ships Support Program Office, PM42, is seeking information regarding the availability of one U.S. flag, Jones Act compliant vessel to support general ocean towing, salvage, and deep sub-surface rescue operations. The goal of this contract is to ensure the MSC can effectively conduct operations that are critical to national defense and maritime safety. Work Details The contractor shall provide a vessel capable of performing general-purpose ocean towing, salvage, and rescue operations in both coastal and deep ocean areas, including Navy unique deep submergence rescue operations. Specific tasks include: - conducting manned and remotely operated vehicle diving operations including saturation diving; - conducting salvage/survey assessments; - towing craft, barges, and Navy vessels; - conducting submarine rescues; - salvaging grounded or stranded vessels and craft; - lifting sunken objects; - conducting underwater repairs. The vessel must comply with all applicable international conventions and U.S. laws and regulations. Period of Performance The contract will have a base period of performance from August 2, 2027, to August 1, 2028, followed by four option periods extending through July 2, 2032. Place of Performance The vessel will be home ported in Virginia Beach, Virginia, with operations occurring along the East/Gulf Coast of the United States and the North Atlantic Ocean. Bidder Requirements Bidders must provide a Jones Act qualified and U.S. flagged vessel with specific characteristics including a minimum bollard pull of 130 tons, dual towing winches with appropriate wire installed, a crane with a minimum lifting capacity of 30,000 pounds that can reach all areas of the working deck, and at least 5,000 square feet of deck space. The vessel must also have accommodations for 40 transient personnel and meet industry standards for dynamic positioning (DP-2) or equivalent.
