Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 12445226Q0036 is issued as a Request for Quotation (RFQ) for mold remediation and reconstruction at the the USDA Forest Service, Lake City Airtanker Base Administrative Operations building located on federally leased land at the Lake City Gateway Airport, 475 SE County RD 245, Lake City, FL 32025. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 236220 Commercial and Institutional Building Construction The small business size standard is $45 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. Bonds are required for this requirement. A bid guarantee is required for all quotes of $150,000 and higher.

Summary: Background The USDA Forest Service requires mold remediation and reconstruction at the Lake City Airtanker Base Administrative Operations building located on federally leased land at the Lake City Gateway Airport, 475 SE County RD 245, Lake City, FL 32025. This facility is integral to the National Forests in Florida’s wildland firefighting capabilities, specializing in fire retardant operations for large air tankers. The base facilitates rapid aerial firefighting response to wildfires across the Southeastern United States. A facility inspection in August 2025 identified mold growth, necessitating this project to ensure the building is safe and operational for employees. Work Details The work includes two phases: Phase I involves complete mold remediation of all affected areas, selective demolition, removal and proper disposal of mold-impacted materials, HVAC system and ductwork cleaning, facility-wide cleaning, and comprehensive post-remediation clearance testing. Specific tasks include wood framing and sill plates replacement, sheathing installation, vapor barrier installation, insulation replacement, flooring (VCT and Carpet Tile) installation, cabinetry and millwork restoration, and MEP incidentals. Phase II encompasses reconstruction of all remediated areas to pre-loss condition or better with similar specifications as Phase I. Period of Performance The contractor is required to commence work within 10 calendar days after receiving the notice to proceed and complete all work within 60 calendar days thereafter.
