Summary: Background The Naval Medical Center at Camp Lejeune is issuing this contract to clean HVAC Air Handling Units (AHUs) within several buildings. The goal is to ensure the proper functioning of the HVAC systems, which are critical for maintaining air quality and operational efficiency in medical facilities. This project involves cleaning twenty-one AHUs located in buildings 15, 326, DD48, G770, NH180, and NH200. Work Details The contractor is required to perform comprehensive internal cleaning of the AHUs in accordance with UFGS 23 01 30.41 HVAC system cleaning standards. The specific tasks include: - Cleaning cooling and heating coils, supply fans, return fans, filter frames, motors, condensate drain pans, dampers, duct connection canvases, internal supports, and casings; - Cleaning outdoor air ductwork associated with the AHUs; - Combing out bent coil fins; - Cleaning drain piping connected to AHU condensate pans; - Removing supply fan impellers for cleaning and reinstallation; - Vacuuming all interior sound attenuation and insulation material; - Replacing cooling coils and drain pans as specified for each building; - Ensuring that all work meets stringent safety and quality standards. Cleaning methods may include vacuuming, brushing, wet chemical cleaning, and other NADCA-approved techniques. The contractor must also develop a Site-specific Safety and Health Plan (SSHP/HASP) that addresses emergency procedures and site hazards. Period of Performance The contract will be performed over a period leading up to May 12, 2026. Place of Performance The work will be conducted at the Naval Medical Center located at Camp Lejeune. Bidder Requirements Bidders must be Mechanical MACC Contractors listed on the General Requirements cover page. The opportunity is set aside for Small Business Set Aside - Total (SBA). Bidders are required to have appropriate contractor licensing and bonding as well as insurance coverage. A site-specific safety plan must be developed prior to commencing work. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on North State Mechanical’s award N4008520D0077–N4008526F0529 for “NH100/120/121 CLEAN HVAC SYSTEMS” valued at $2,050,790. The current scope similarly requires cleaning internal HVAC air handling units (including coils, fans, drain pans/piping, dampers, and associated ductwork) using UFGS HVAC system cleaning standards across multiple Camp Lejeune buildings, suggesting the work is a continuation or expansion of the prior HVAC cleaning effort to additional building locations.
