Background The Tonto National Forest, specifically the Tonto Basin Ranger District (TBRD), is seeking to address issues related to water leaks within its drinking water network. The primary goal of this contract is to eliminate known leaks, enhance the efficiency of the water network, and prepare for future leak repairs that may arise. The contractor will also be required to provide as-built drawings upon project completion. Work Details The contractor will be responsible for a variety of tasks including: 1. Mobilization, including bonding costs; 2. Relocation of hydrants at Teddy Bear and Christmas Loops; 3. Leak repair under pavement at Chipmunk and Grapevine Goose Loops; 4. Leak repair and water pipe replacement at Burnt Corral Campground; 5. Installation of a priority valve and reduction valve at Grapevine Group Campground; 6. Installation of a 4-inch reduction valve at Cholla Campground. Additionally, optional line items include further relocation of hydrants, leak repairs under and outside pavement, installation of valves, and replacement of existing water pipes with schedule #4 PVC. Period of Performance The contract period is from June 29, 2026, to June 28, 2027. Place of Performance The work will be performed in various locations within the Tonto National Forest, specifically the Tonto Basin Ranger District. Incumbent Analysis (see Incumbents section for more detail) The solicitation for TBRD Water Leak Repair Phase 2 (127EAX26Q0045) appears to have a closely related prior contract, 127EAU25P0007, awarded to Jstc for $26,650 (01/31/25–07/01/25). That earlier effort involved emergency plumbing repairs across several locations within the Tonto Basin Ranger District, which aligns with the current requirement to eliminate known water leaks and perform additional leak repairs and related water infrastructure work (e.g., hydrant relocation, under-pavement leak repairs, and valve installations). Site Visit Sign-in Sheet uploaded.*** Statement of Requirement: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 127EAX26Q0045 is issued as a Request for Quotation (RFQ) for TBRD Water Leak Repairs. IAW Attachment 1 - Statement of Work, The Tonto National Forest has a requirement to eliminate the known leaks, make the water network more efficient, and anticipate upcoming leak repairs that will be covered by contract modification. At the end of the project, the contractor shall provide as-built drawings of the project to the Forest Service. The successful contractor, in addition to fixing the current issues under the base bid, shall be responsible for repairing future leaks over a period of a one (1) year under the optional line items. The Contractor shall furnish labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238220 The small business size standard is $19M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. KEY DATES: Organized Site Visit: An organized site visit will be held on May 26th, 2026 at 10:00am Local time. Location to meet for the site visit will be 28079 AZ-188, Roosevelt, AZ 85545.
